Katwijk municipal council voted on 1 October 2026 to back the building permit for Eli Lilly's €2.6 billion plant in Zijlhoek-De Woerd, beside the Valkenburgse Meer.

The plant will cover about 20 hectares on a former greenhouse site, with buildings up to 40 metres tall.

It will produce oral diabetes and weight-loss medicines and employ about 500 people.

RED Company, the site's owner, is developing the complex for Eli Lilly.

Separate permits for production and wastewater discharge are still required.

It has more than 8,000 sq m of gross floor area and about 3,600 sq m of lettable S1/S2 laboratory and office space for biotech start-ups and young drug development companies, in floors of around 890 sq m that can be divided.

Asking rent is €25.80 per sq m a month, and the scheme received about €6 million in federal and state funding.
